We are looking for a profile to join the COBELEC team for the Rail Baltica Energy Subsystem (ENE) Design & Build project. This is a chance to work on one of Europe’s most significant infrastructure projects.
You will be responsible for ensuring that all engineering, design, and construction activities meet the highest standards of excellence, regulatory compliance, and contractual requirements.

Requirements (Non-negotiable)
- Bachelor’s Degree in Electrical, Mechanical, Civil or similar Engineering.
- Minimum of 10 years of proven experience in Quality Assurance and Quality Control (QA/QC) within large-scale engineering or construction projects.
- C1 level of English.
- Willingness to work abroad for the duration of the project.
- Previous experience (1+ years) in Railway infrastructure projects.
Candidates who do not strictly meet the criteria above regarding experience, language proficiency, and education will not be shortlisted for the interview phase. We appreciate your understanding.

Key responsibilities
- Responsible for the project’s quality assurance and control processes.
- Ensure that the project’s Quality Management System (QMS) is implemented effectively and efficiently.
- Prepare and submit the Contractor’s Quality Management Plan (QMP) for approval.
- Prepare, submit and review procedures for System Review, System Audit, Corrective and Preventive Action Plan, control of non-conforming actions and continuous improvement.
- Schedule and carry out Project Quality Audits (PQA).
- Supervise corrective and preventive action processes; establish an effective action tracking system for non- conformity reports and corrective actions.
- Request the review, comment and acceptance of design QMPs.
- Ensure the review, comment and agreement on the Method Statements, Inspection and Test Plans, Test Reports and material submissions provided by the subcontractor and the Contractor’s supplier.

COBELEC Rail Baltica is a consortium formed by the Spanish companies Cobra Instalaciones y Servicios S.A. (Cobra Group) and Elecnor Servicios y Proyectos. This consortium is responsible for the design, construction, and maintenance of the traction power substations and the electrification system for the 870 km of the new high-speed railway. The contract, valued at EUR 1.77 billion (excluding VAT),covers the full deployment of the Rail Baltica Energy (ENE) subsystem.
